He did not specify that the ships should have been badly built.
@clerkswell @jameswoudhuysen The project was supposed to be £3b. But like any government procurement it ended up being £7.75b. They tried to cancel the contract half way through the building of first one only to find out the MOD had signed the contract that had a £2b break clause. Thats how inept they are
